Rahman Syamsuddin menegaskan, RJ punya batasan ketat. Penerapannya hanya boleh pada kasus pidana dengan ancaman di bawah lima tahun, kerugian kecil, dan yang utama, TIDAK MENIMBULKAN KERESAHAN MASAYARAKAT.”
