JURNALISTA.ID, MAKASSAR — Wali Kota Makassar Munafri Arifuddin menegaskan bahwa Ketua Rukun Tetangga (RT) dan Ketua Rukun Warga (RW) merupakan wajah pemerintah di tingkat paling bawah, bukan penguasa wilayah. Penegasan tersebut disampaikan Munafri saat memberikan sambutan pada upacara pelantikan 7.032 Ketua RT/RW se-Kota Makassar di Tribun Lapangan Karebosi, Jalan Jenderal Sudirman, Senin (29/12/2025).
“RT dan RW ini bukan orang yang muncul menjadi bos di wilayahnya, bukan juragan di wilayahnya, tetapi orang-orang yang mau sibuk dan menjadi perpanjangan tangan pemerintah,” tegas Munafri di hadapan ribuan RT/RW yang baru dilantik.
Munafri menjelaskan, pemilihan RT/RW yang dilaksanakan secara langsung oleh warga merupakan sejarah penting bagi demokrasi lokal di Kota Makassar. Sistem ini, kata dia, memastikan bahwa kepemimpinan di tingkat lingkungan benar-benar lahir dari kesepakatan dan pilihan masyarakat.
“Ini memberikan makna bahwa demokrasi di Kota Makassar berjalan dari bawah. Tidak ada lagi Ketua RT atau RW yang ditunjuk atas keinginan siapa pun, tetapi dipilih langsung oleh masyarakat di wilayahnya,” ujarnya.
Menurut Munafri, jabatan RT/RW bukan jabatan struktural pemerintahan, melainkan jabatan sosial yang mengandung tanggung jawab besar. RT dan RW diminta menjadi penghubung utama antara warga dan pemerintah, sekaligus penyampai informasi yang benar, valid, dan dapat dipertanggungjawabkan.
“RT dan RW adalah tempat masyarakat mengadu, tempat menyelesaikan persoalan sosial, serta mitra lurah dan camat dalam memastikan pelayanan berjalan maksimal,” katanya.
Ia juga menekankan pentingnya integritas dalam menjalankan tugas. Munafri secara tegas mengingatkan agar tidak ada RT/RW yang bersikap tidak adil, menyalahgunakan kewenangan, atau membawa kepentingan politik ke dalam pelayanan masyarakat.
“Mulai hari ini saya tidak mau lagi dengar si A orangnya si A, si B orangnya si B. Hari ini seluruh RT dan RW adalah orang-orang yang bekerja untuk masyarakat dan membantu pemerintah Kota Makassar,” tegasnya.
Munafri menambahkan, akurasi data dan komunikasi yang baik dari RT/RW menjadi kunci agar bantuan dan program pemerintah tepat sasaran. Ia menolak keras jika masih ada warga yang seharusnya menerima bantuan tetapi terhambat karena ketidakadilan di tingkat lingkungan.
“Informasi yang keluar dari RT dan RW harus valid, betul, dan sah. Dari sanalah pemerintah bisa melakukan intervensi pembangunan dan bantuan secara tepat,” ujarnya.
Di akhir sambutannya, Munafri menyampaikan ucapan selamat kepada seluruh Ketua RT dan RW yang telah dilantik. Ia menyebut RT/RW sebagai penjaga masyarakat sekaligus pilar penting dalam membangun Makassar ke depan.
“Dengan pelantikan ini, saya yakin dengan hadirnya RT dan RW, Makassar akan jauh lebih baik ke depan selama proses kepemimpinan kami bersama Ibu Aliyah,” tutup Munafri.
